Adult leaders have an obligation, to both youth and fellow adult participants, to make themselves as educated and competent as possible in the nuts and bolts of risk management in the context of Scouting’s outdoor program. It may take effort, but that will be less effort than is required when trying to explain the unfortunate incident that happened which could have been avoided with greater knowledge or preparation for the outdoor activity.
